This program contributes to the overall development of the kafala system in a participatory manner with all concerned parties at the governmental, civil society, and beneficiary levels, through the following projects:

  1. Kafala Family Empowerment Project: Aims to train kafala families to raise their children based on healthy, safe, and sound practices, in the best interest of the child, through diverse training packages and providing support and counseling throughout the kafala journey. It also seeks to create networking circles and meetings between kafala families to exchange experiences and life stories.

  2. Governance and Quality Assurance of the Kafala System: Works on unifying the implementation and follow-up mechanisms for the kafala system, starting with setting criteria and mechanisms for selecting kafala families, preparing and training those families before the kafala process, and contributing to the development of technical procedures for monitoring and following up on kafala families to ensure the protection of kafala children. This is done in cooperation with Ministry of Social Solidarity and civil society organizations, enhancing the effectiveness and efficiency of the system and promoting transparency and accountability.

  3. Protecting Kafala Children from Relapsing to Institutional Care: Aims to create procedural guidelines for studying the issue of "Children relapse from kafala families" by monitoring and analyzing the reasons behind it, and establishing a comprehensive and unified methodology for interventions in the case of a child’s relapse, including all necessary procedures to ensure the child’s safety when transitioning between different care systems. It also involves working with current and potential kafala families to raise awareness about the dangers and impacts of return, in order to reduce this phenomenon preventively.
